RSA or SSA - What's the actual difference?
THE CONVENTIONAL DISCIPLINE
Road Safety Audit (RSA)
A formal, independent examination of a road or intersection — whether a design or an existing site — to identify features that could contribute to a crash, for every type of road user. The traditional basis for safety auditing in New Zealand and internationally, at any stage from concept through to post-construction.
CURRENT STANDARD
Safe System Audit (SSA)
A formal, robust technical assessment of transport safety risks, carried out by an independent qualified team, that combines Safe System principles with conventional road safety audit procedures. Rather than only flagging hazards, an SSA evaluates a project’s alignment with the Safe System — weighing crash severity, exposure and likelihood together, with the goal of eliminating death and serious injury, not just reducing crash frequency.
In practice: most audits delivered in New Zealand today are run as Safe System Audits — incorporating the traditional RSA discipline within the Safe System framework used by Waka Kotahi and most councils. Where a client or brief specifically calls for a conventional Road Safety Audit, we scope and deliver it to that standard.
The Audit Lifecycle

What's the difference between a Road Safety Audit and a Safe System Audit?
A Road Safety Audit identifies features of a design or site that could contribute to a crash.
